I don't understand how attaching a child to a line like this is considered "bad parenting". Isn't it precisely the OPPOSITE of negligence? People who criticize this practice invariably A) Don't have any children or never had to care for any, or B) Don't have any children who were prone to randomly sprinting away in a crowd or into traffic.
