#18 I'm pretty sure they were dressed as the powderpuff girls. In that case, I think it's awesome. Also, in most of these it's pretty obvious that these people are dressed up and have goofy makeup on for a specific reason, not for an everyday look. Although I suspect that #9 and #13 are an exception to that.
