I don't think a zero degree angle exists. It's just nothing, which has nothing to do with 12 o'clock.
Actually in drafting there are zero degree angles, also in 24 hour clock midnight is 0 oclock…..the useless shit I know.

In the clock pic, it's not a 0^0 but 0º like zero degrees.. Just like the 3 is 90º.
So the 0 on the clock was definitely supposed to be in degrees, since otherwise it'd be a twelve, so it's obviously not making a one.
Which it wouldn't anyway, 0 to the 0th isn't one, it's a special problematic and limiting case. Practically it can usually be defined as such, but that depends on the context.
