So the 0 on the clock was definitely supposed to be in degrees, since otherwise it'd be a twelve, so it's obviously not making a one.
Which it wouldn't anyway, 0 to the 0th isn't one, it's a special problematic and limiting case. Practically it can usually be defined as such, but that depends on the context.
